Because of a loophole, BP, ExxonMobil, Chevron, ConocoPhillips, and Shell currently hold certain offshore drilling leases that allow them to produce oil and gas from American waters without paying one cent in royalties to the American taxpayers.

This free-drilling loophole has led to a windfall for the oil industry of nearly $11 billion, and it must end now.
